The Hadith emphasises these two Rakaats stating that they are “better than the World and whatever is contained therein” (Muslim). Hence, one must make every effort to ensure that these two Rakaats before the Fajr Salaah are never missed.

For some reason, if it was missed, then it should be performed after sunrise but before Zawaal of the same day.
