This ruling will also apply when reciting the Quran Shareef out of Salah. Though there is reward for merely looking into the Quraan Shareef, it is necessary to move the lips if one intends to reap the numerous rewards for Tilawah (recitation) of the Quraan Shareef. Many people recite the Quran Shareef by merely looking through the words without moving their lips and tongue which unfortunately does not amount to Tilawah.
